You may need to access content in the user Library folder to troubleshoot problems with your Adobe applications. The user Library folder is hidden by default in macOS X 10.7 and later releases. Use one of the following methods to make the user Library content visible.
To unhide your Library folder in macOS Sierra, launch Finder and navigate to your user Home folder (you can jump directly to your user folder by select Go Home from the Finder’s menu bar.

Option 1)
Yes, it is safe. That said, don't just delete all the contents of your cache folder without reason. It can be beneficial to clear out those taking up the significant space in your /Library/Caches/ if you need to free some up, but you really shouldn't clear any contents of your /System/Caches unless there is a problem. Starting with Mavericks, Apple gave us a new option to turn on the User’s Library folder.
To toggle this option on, simply open a new Finder window and go to your home folder. Then press Command-J or choose “Show View Options” from the View menu. When done, you should see an option to “Show Library Folder” among other view options, which can be checked to reveal the Library folder.
