When you drag an iPhoto Library to the Photos icon in the Dock, Photos is supposed to create a new Photos Library from the iPhoto Library. Dragging several iPhoto Libraries to Photos should create several smaller Photos Libraries, but not one huge Photos Libraries.
Or have your iPhoto Libraries been very old libraries and Photos imported them into your current library instead of migrating them as a new library? Then the importing will have caused many duplicates, because the thumbnails and previews will have been added as separate photos.

That should work. Photos has been designed to keep the Photos Libraries on multiple devices in sync. You may have problems, if the photos on the different devices are duplicates, that are not exactly identical files. Photos will detect duplicates when merging libraries in iCloud, but only, if the duplicates are not different versions of the same image, for example smaller versions transferred by Shared albums or converted versions in different file formats.

iCloud Photos is working very well for me. I am using it to keep the Photos Libraries identical on three Macs and on my iPhone. The key to the successor has been to keep the iCloud Photos Library small. It does not have more photos and videos than will fit on my iPhone, the device with the least storage. I am having all photos archived on external volumes, and are using a smaller library on the system drive of my Macs and the iPhone. This iCloud Library has only a handpicked curated collection of the photos that I want on all devices - my favorites, and the photos I am currently working on.
Your current situations seems to be hard to fix without starting over from scratch, because it is hard to work with the libraries, if the photos and videos do not download from iCloud. Probably the initial syncing is not yet complete. It may get better, if you just wait for the syncing to complete. For example, when I first started with iCloud Photos Library my small library had just 30000 photos and videos. This initial upload to iCloud took more than ten days. Just imagine, ho long you will have to wait for a library that is currently showing a size of 125000 photos or even 20000 photos, before you can use it?
To consolidate your Photos I would try to create a library on an external drive as an archive, where you import and organize all photos from your iPhoto Libraries - all photos you can save from your old libraries. Do not use this archive with iCloud. Create a backup copy on a second drive.
Once you have all photos saved and backed up, delete all photos from iCloud. Empty the Recently Deleted album.

Then start over with your move to iCloud with a small, new library. And do not let the iCloud Photos Library grow larger than the smallest device can handle. And do not add too many photos at once.
